Valparaiso Mayor Jon Costas' annual state of the city address was delivered before the Greater Valparaiso Chamber of Commerce Tuesday, but not by the mayor; Mayor Costas is said to be recuperating from the flu. The speech, read on behalf of the mayor by City Administrator Bill Oeding,  touched on a number of accomplishments already made over the past decade, like the revitalization of the downtown, new bus services and a new police station among them... and changes either in the works or perhaps yet to come, like the five-points roundabout at the Calumet -Vale Park - Roosevelt intersection, and encouraging the development of townhomes around the downtown.
