In Highland, officials are cracking down on boarded up windows and other property issues. Today's Times says the town council has approved new guidelines for property maintenance that include -- new authority for the town to control staging areas at construction projects... no more permanently boarded-up windows at vacant businesses.. and a requirement that tree stumps be removed or ground up once the trees are cut down, with the land reseeded or covered with sod later.
